[10:25, 18/10/2016] +60 12-914 9700: Col Arif Soo Sir. I have been instructed by PAT to convey his heartfelt appreciation for preparing his Keynote Address at the Xiangshan Forum. It was highly praised by the PLA despite the subtle dig that China should adhere to International Law. The US was very enthusiastic about PAT's message in Beijing and considered our desire as in concurrence with global society's demands. In all, it expressed a common message on both side of the divide and reaffirmed Malaysia's stand in being neutral and inclusive in facing challenges in the South China Sea. This was conveyed to PAT by both Secretary Ashton Carter and Gen Joseph Dunford in Washington yesterday. Thank you for your wisdom and efforts Sir.

This project was different and you remembered that I mentioned you name when speaking to PAT on the hp whilst you were in my office. The writing part and research were not a problem as so much have been written on the SCS. When PAT queried why I seek your assistance, I mentioned that this keynote address was significant namely bcos never has a Malaysian, what more military officer has been invited to deliver the address despite having Dy MENHAN present. Previous presenters were PMs and Def Min. Second is that this is an ultra sensitive period esp after the IAC findings. PAT must present Msia and ASEAN's stand without intimidating China. We must ensure we remain friendly with all countries and not dragged into the with us or against us schism. Your brilliant engagement with the PLA as attested by your College President provided me the key to that puzzle which we discussed at length in my office. We managed to reaffirm our inclusive stand yet gained China's respect. That approach must be credited to you Sir and PAT has much confidence in your wisdom. I merely put words into your insight and that's all I did. Thank you Sir.
